EU Citizen Registration — Article 14

EU citizens staying in Portugal for more than three months generally formalise residence through the Certificate of Registration for an EU Citizen, commonly referred to as CRUE, at the Câmara Municipal for the area of residence.

  • No fixed statutory euro savings amount applies universally.
  • The residence basis can be work, self-employment, sufficient resources, study or qualifying family status.
  • The certificate should generally be requested within 30 days after the first three months of residence.

EU Family Residence Card — Article 15

A qualifying non-EU family member accompanying or joining an EU citizen can use the EU-family residence-card framework where the EU-law conditions are met, rather than ordinary Article 98 family reunification.

EU Permanent Residence — Article 16

After five years of qualifying legal residence, an EU citizen can assess permanent residence under the EU framework as a separate status.

Permanent EU-family Residence Card — Article 17

A qualifying non-EU family member can also move to permanent residence under the EU-family framework after the applicable period and conditions are met.

Is CRUE a visa?

No. It is an EU-citizen residence-registration document used after the free-movement conditions and residence period become relevant.

Is there a fixed savings amount for CRUE?

No universal fixed euro savings amount applies to every EU-citizen case. The relevant residence basis and evidence should be assessed.

Does a non-EU spouse use Article 98?

Not necessarily. Where the EU-family framework applies, the Article 15 residence-card route is a different legal mechanism.
