Tech Visa is a certification-based programme for qualifying Portuguese companies recruiting highly qualified or specialised third-country professionals.
The employer-side certification is part of the route. A generic “D3” analysis does not answer the Tech Visa question by itself.

Certified company first

The employer-side certification is managed by IAPMEI. A certified company can issue the Termo de Responsabilidade used in the worker’s immigration process. Employer status therefore needs to be checked before the worker-side route is assumed.

Compare the work routes before choosing one

Tech Visa should be compared with the general highly qualified route and the EU Blue Card. Employer status, salary, qualification, contract duration and the actual employing entity can change the correct framework.

1. Minimum financial floor

There is no separate fixed Tech Visa bank-savings requirement in the certification rules. The decisive financial threshold is the qualifying remuneration. For 2026, the programme reference of 2.5 × IAS is €1,342.83, based on the 2026 IAS of €537.13. The indexed figure should be refreshed when IAS changes.

2. Income / eligibility baseline

  • Third-country national within the programme.
  • Qualifying highly skilled / specialised profile.
  • Minimum age 18.
  • Qualifying education or professional-experience level.
  • Contract of employment or services with a minimum duration of 12 months.
  • Qualifying remuneration and language competence for the role.

3. Planning timeline

Employer certification / Termo de Responsabilidade is a separate employer-side step. Highly qualified visa procedures can have shorter statutory decision periods in qualifying cases, but appointment and document timing remain authority-controlled.
